History

DVC was founded and incorporated in Washington, DC in April, 2009. The company became a Certified Business Enterprise in the Fall of 2009. Since that time, we have provided satisfaction through quality services performed on time, within budget, and according to contract specifications.  DVC brings a local expertise and understanding of the national capital region’s unique construction requirements. DVC has performed construction services for federal, state, and local government agencies in Washington DC, Maryland, Virginia, West Virginia, and Pennsylvania.

 

Commitments

Having performed for agencies such as the Department of Veterans Affairs and the US Army, DVC has consistently demonstrated the ability to meet rigorous government needs and, in particular, to manage several government projects simultaneously. We work closely with Contracting Officers and other personnel to develop accurate project schedules that guide our overall performance. By monitoring schedules throughout project execution and maintaining close communication with all team members, we ensure project timeliness and ensure schedule adherence.

In addition, we focus on adherence to all contract terms and conditions while preparing accurate project submittals and reports for submission to government representatives. Our project management team, both on site and off site, provides rigorous control of project activities and ensures outstanding levels of performance from contract through final closeout.

Our mission remains to be able to provide a best value for construction services required by the government, communicate effectively with our clients, and offer community outreach to the local Veteran’s community.

Steven Gross, DVC President/Program Director

  • M.B.A. – University of Chicago
  • B.S., Mechanical Engineering – University of Maryland, College Park
  • Veteran of the U.S. Coast Guard

Over 30 years of experience in leading a construction company in the DC metropolitan area. Mr. Gross brings additional experience in building repair, renovation, alteration and restoration, with total experience overseeing more than 10,000 projects together valued at more than $470 million. He has overseen numerous IDIQ-type contracts and understands how to successfully coordinate multiple in-house work teams and subcontractors.
